On 1 March 2003, a new two-stage Business Skills Program was launched in Australia.
The new system allows business migrants to be granted a Provisional Visa for four years, and after establishing the required level of business or investment activities, they can apply for a Permanent Residence Visa.
Generally, to be eligible for one of the provisional business visas, you must have:

- a successful business or investment career and,
- a genuine commitment to engage in business activities in Australia.

People who wish to move to Australia under this category usually have a strong track record of success in relation to business (eg. owning a business or managing investments of their own or working in the top levels of large organisations).
